Celebrating 30 Years of Penn E&R

In April 2026, Penn E&R proudly celebrates its 30th Anniversary. Since our founding in 1996 as a subsidiary of Penn Color, Inc., we have remained committed to delivering cost-effective, practical solutions across a wide range of market sectors.

Over the past three decades, our mission has stayed consistent: helping clients meet their goals safely, on time, and on budget. This milestone reflects not only our longevity, but also the strong relationships we’ve built with clients, partners, and communities along the way.

Leadership and Industry Contributions

Penn E&R continues to contribute to the advancement of environmental and engineering practices through leadership and technical expertise.

  • Jeff Walsh has been appointed to the Pennsylvania Department of Environmental Protection’s Low-Level Waste Advisory Committee.
  • David Bausmith, alongside fellow committee members, coauthored the New Jersey Department of Environmental Protection Technical Guidance for:
    • Site Investigation of Soil
    • Remedial Investigation of Soil
    • Remedial Action Verification Sampling for Soil

Project Spotlight: Design-Build Success in Northeast PA

Under the leadership of Sean Donovan, Penn E&R’s design-build team recently completed a major project in northeast Pennsylvania.

This effort involved the engineering design and construction of temporary support and containment systems for 500 kV transformers at an active electrical substation. The project required careful coordination, innovative engineering, and strict adherence to safety and operational requirements within a live facility environment.

The successful completion of this project reflects Penn E&R’s ability to deliver complex, high-impact solutions while maintaining safety and efficiency in demanding conditions.
