Penn E&R Project Awards, Milestones, and Growth Updates

Penn E&R continues to strengthen its position as a leading environmental, engineering and construction consulting company through major project awards, innovative remediation work, and sustained growth across utilities, renewables, and site development markets.

Utility and Infrastructure Engineering Projects

Penn E&R was awarded several significant projects for a major utility provider, reinforcing our expertise in utility engineering, permitting and geotechnical services. These awards include a geotechnical services project involving 44 investigative borings for a transmission line rebuild and temporary containment design and construction for three temporary transformer pads to provisionally house three new 400k pound transformers each containing 14K gallons of insulating oil. The pads were built to temporarily support the new transformer for eventual placement on permanent concrete foundations. The pads were built with spill containment systems in accordance with the Spill Prevention, Control, and Countermeasure (SPCC) regulation (40 CFR Part 112). Awards also included a project involving the installation of 6.8 miles of new fiber to an existing line in Dauphin County and rebuild projects of 20 miles in Berks and Lancaster counties, and 18 miles in Schuylkill County.

Water Resources and Civil Engineering Excellence

In Tioga County, Penn E&R completed plans for a 28-million-gallon freshwater impoundment, supporting energy development while prioritizing environmental compliance. The project, valued at $186,000 to date with additional phases anticipated, was led by Alexis Wiesen alongside Christian Brendel, Amelia Kuzneski, Matt Tusing, and Jeff Walsh.

Environmental Due Diligence

Our environmental due diligence team successfully completed eight Phase I Environmental Site Assessments (ESAs) and seven corresponding Phase II investigations on an accelerated timeline for a property management client in the Philadelphia region. The identification of underground storage tanks and adjacent dry cleaning and filling station properties led to additional remediation planning, demonstrating the value of early environmental risk assessment on this estimated $100M transaction.

Renewable Energy and Utility-Scale Solar Development

Penn E&R continues to expand its footprint in renewable energy and solar development. New awards include a solar project in Taylor Borough on a complex site containing a former Superfund landfill and reclaimed mine. Additionally, Penn E&R was selected for civil site design and permitting for its first utility-scale solar project. The project spans approximately 2,000 acres, delivers nearly 191 MW, and represents an estimated $1 million in revenue.

Environmental Remediation and Regulatory Coordination

Penn E&R has commenced field pilot studies for in-situ groundwater remediation at sites in Canonsburg, PA, and Hillsborough, NJ. These projects utilize reductive dechlorination bioremediation designs to address chlorinated solvents that have received approval from the EPA, PADEP, and NJDEP. Penn E&R also continues to support clients on assessment and remediation of emerging contaminants, including per- and polyfluorinated alkyl substances (PFAS).

Wastewater Treatment

Penn E&R was commissioned to evaluate and design a hydrogen sulfide (H2S) vapor collection and treatment system for a 3 MGD wastewater plant in Montgomery County, PA. The project includes reviewing H2S emission sources, creating preliminary design plans for the collection system and vapor scrubber, and preparing cost estimates for bidding.

Continued Growth and Project Backlog

Penn E&R remains on a strong growth trajectory for 2026 and has added over 10 engineers and scientists to our team in 2025.
