Penn E&R was contracted by two prominent manufacturing companies to assist with the remediation of a large transformer manufacturing facility located in southwestern Pennsylvania. The site comprises an active facility, spanning more than one million square feet with a long history of transformer manufacturing operations. The contaminants of concern included polychlorinated biphenyls (PCBs) (Aroclor 1254 and 1260), volatile organic compounds (VOCs) and degradation products present in light non-aqueous phase liquids (LNAPL), soils and sediments impacting ground and surface water. Penn E&R personnel have been actively involved with the environmental compliance activities at the site for over 20 years.
KEY PROJECT TASKS:
- Extensive intrusive investigation of three primary source areas of the facility, involving the installation of approximately 100 monitoring wells
- Implementation of interim and final remedial actions involving LNAPL recovery from vertical and horizontal wells and interceptor trenches, the design and installation of ground water recovery and treatment systems and the remediation of a large tributary of the Ohio River
- Remediation of 9,000 linear feet of storm sewer to remove PCB residuals from the system
- Technical consultation associated with four Consent Order and Agreements (COAs) with the PADEP
- Design, permitting and technical oversight of four ground water and surface water treatment systems
- Oversight for compliance activities associated with PADEP COAs and National Pollutant Discharge Elimination System, or NPDES, permits
- Coordination of site activities with the PADEP
